SC dismisses Sawin and Wangsu plea

NEW DELHI, Feb 09: The Supreme Court today dismissed the plea of Wanglam Sawin and Gabriel D Wangsu against a Gauhati High Court decision upholding the action of then assembly speaker Nabam Rebia to accept their resignations from the membership of Legislative Assembly.
"The resignation letters bear your signatures and moreover, why did MLAs keep quiet for almost 10 days after submitting their resignation," a bench comprising Justices A R Dave and Adarsh Kumar Goel said while rejecting the appeals of MLAs.
The bench did not concur with the submissions of senior advocate L Nageshwar Rao, appearing for the two MLAs, that the Speaker should have conducted an inquiry after he received their resignation letters.
" The language of the resignation letters warranted an inquiry by the Speaker. The letters were written under duress and coercion," Rao said.
The apex court, however, said the letters bore their signatures and moreover, there was a delay in raising the issue before the Speaker.
Rao said that 17 rebel Congress MLAs were forced to write letters on September 16 last year at a legislature party meeting held at the behest of then Chief Minister Nabam Tuki.
As these two MLAs were "vocal" against the Chief Minister, the letters were sent
to the Speaker, who happens to be the cousin of the chief minister, and they were
accepted, he said, adding that this was part of the ongoing political battle in the
crisis-
Sawin and Wangsu represented Khonsa East and Kanubari assembly constituencies in the state.

The resignation letters were allegedly handed over to the Speaker by the Whip of Congress Party later and were accepted on September 30 last year.
On October one, the state assembly declared their seats vacant in pursuance of the acceptance of their resignations.
Five days later, the MLAs allegedly wrote to the Assembly Secretariat asking the Speaker not to accept their resignations.
The MLAs then approached the Gauhati High Court which upheld the decision of the Speaker to accept their resignations.
While talking to this daily former Speaker Nabam Rebia stated that decision of SC has vindicated his stand.
“One of the issues mentioned by opposition parties while seeking my impeachment was the matter of resignation of two MLAs. However, with SC upholding my action and decision taken as Speaker, today I feel vindicated. Truth has finally prevailed,” said Rebia. He said that he expects a similar judgment with regards to disqualification of 14 MLAs.
When asked for reaction to the SC judgment, Gabriel D Wangsu in a message said that he is prepared to seek fresh mandate from the people. But he said that all legal possibilities are being explored.
“My efforts and political commitments are in the best interest of the people of my state. There cannot be any compromise on this count, and I as a leader cannot befool the people and mislead them” he said.

Jindal Power asks NHPC to take over Arunachal hydro projects or form joint venture
NEW DELHI, Feb 9: Jindal Steel & Power Ltd (JSPL) has approached NHPC asking it to either take over its 5,397 MW hydro power projects worth about Rs 37,779 crore or form joint ventures.
Jindal Power approached NHPC for its three projects in Arunachal Pradesh -
"A representative from Jindal (Power) approached us and they offered Subansiri Middle, Etalin and Attunli either to take over or in joint venture. They approached us either in December or in January," NHPC Chairman and Managing Director K M Singh said in an exclusive interview to PTI.
While Etalin Project is being executed through the Etalin Hydro Electric Power Co Ltd, a Joint Venture of Jindal Power and Hydro Power Development Corporation of Arunachal Pradesh, Kamala Project is executed by Kamala Hydro Electric Power Co Ltd, in which Jindal Power holds 74 per cent and the Arunachal Pradesh government undertaking holds 26 per cent.
"We are ready to take over but the question is cost. If the project's cost as on date is viable then certainly NHPC is ready to take over either on ownership basis or in joint venture with NHPC having the major stakeholding," Singh said.
Attunli Hydroelectric Project is being executed through Attunli Hydro Electric Power Co Ltd, a JV of Jindal Power (74 per cent) and Hydro Power Development Corporation of Arunachal Pradesh Ltd (26 per cent).
Jindal Power spokesperson said, "JSPL is currently in the black out period preceding the declaration of the third quarter results and therefore will not be able to comment on any financials."

SAG medal winner attributes success to hard work

ITANAGAR, Feb 09: South Asian Games gold medalist Sambo Lapung attributed his success to rigorous training, self confidence and may be little bit of luck.
My personal mantra to success is hard-
“If I can do it, then you can too,” Sambo, who won a weightlifting gold in the ongoing SAG Games at Guwahat, said, when asked, why can’t the youths of the state, who have lots of potentials in them, achieve the same feat.
He called upon his fellow sportspersons and youth of the state to make career out of sports and work hard for success.
Sambo, who was selected for admission in Army Sports Institute, Pune under Army’s Mission Olympics Programme, is training in the institute since 2009.
Meanwhile, Arunachal Weightlifting Association (AWA) General Secretary Daniel Teli, who led the reception team said, unlike athletes of other sports disciplines, weightlifters need to get lots of nutritional intake to maintain bodyweight and stamina.
According to him, the dietary cost of a weightlifter falling under elite group, like Sambo, is as high as Rs 40,000 per month. The energetic AWA general secretary appealed to the authorities concerned to provide the necessary help and assistance to the lifters from the state, who have been performing consistently in the recent years.

Impressive march past by over 1300 contingents from 20 districts, including a team from Capital Complex, and martial arts demonstration by students of SLSA marked the opening ceremony which lasted for about two hours.

Addressing before the sportspersons, Sharma said that the potentials of the state are now turning into reality.
Citing the examples of Sambo Lapung, who won a weightlifting gold in the ongoing SAG, and Nishu Konia, who was crowned Mr. India title in junior section on Sunday, Sharma said he was elated by their performance and exhorted the players to draw inspiration from them.
“Though it is said that participation is more important than winning, the players should play the game in competitive manner with true sportsman spirit,” Sharma added.
Earlier, Secretary, Sports and Youth Affairs, Dani Salu, while highlighting the aims and objective of the CM’s Trophy, said that the tournament will provide the players a good opportunity to showcase their talent. He hoped the sports lovers would be witnessing highly competitive matches during the 12 days sporting events since the tournament is held for the best teams from the district only.

The Department of Urban Development in collaboration with line departments conducted a special social service at the lone Khonsa Petrol pump on January 3 during which all the accumulated boulders, garbage and roadside weeds were cleaned.
The District Administration has drawn plan to conduct social services on February 10 and 11.
The PHED Department under the guidance of the district administration will clean all the water sources and storage tanks in and around Khonsa township on February 10. All the schools in Khonsa have been directed to carry out a mass social service at their respective schools on February 11.
The DC has further instructed the Khonsa Bazar Welfare Committee to conduct social service in the market area from time to time so that cleanliness becomes a way of life.
Lower Dibang Valley also is not lagging behind in carrying out cleanliness drive.
Regular social services are being carried out in different colonies and sectors of Roing Township as a part of Clean Arunachal Campaign since February 2.
Employees of various Govt. departments, PSUs and other private establishments, NGOs, Bazaar Committee and school children are seen participating actively in large numbers in the cleanliness drive under Clean Arunachal campaign with the theme “My Pride, My City, I will Clean it”.
The social services are being done every morning from 6 to 7:30 am in every sector and colony as per the schedule chalked out by the District Administration.
Team of Officers headed by Ruchika Katyal, ADC, M Dirchi, DPO, Tao Tadap, UPO and Admin Officers are regularly monitoring the social service.
Apart from this, the District Administration has further directed all the HoDs for cleaning up their respective office premises, white washing and painting of their respective office buildings, walls, gate posts etc. within February 13.
With going by the trend, it is expected that the entire state would wear a better and cleaner look thanks to initiative of the former government.

While visiting the Arunachal’s research department book stall, a linguist, namely, Anindaya Sundar Pal said “My visit to book fair will not be completed without a visit to Arunachal stall.” Highly appreciating the book stall of research department, a media person with AIR, Kolkata, Vijay Kumar Jha said, “it is a stall to know and understand Arunachal.”
Another attraction was the aesthetic presentation of the exhibition stall by the research department with the interior theme “Folk dances of Arunachal Pradesh: Enchanting Tangible and Intangible Cultural Heritage of Arunachal Pradesh.”
This year the IKBF created a record with visit of as many as 23 lakh book lovers during the 12 days event which is also known as Festival of Kolkata. The concluding day of the Fair itself recorded nearly four lakh visitors.

Power supply disrupted
ITANAGAR, Feb 09: The Distribution Transformer at Singchung supplying power to the ADC office, residence and other important premises, broke down due to over load plunging the whole area into darkness on Feb 8.
Though power supply has been restored to these areas, there is massive load shedding.
Executive Engineer (E), Bomdila Elect Division said that transformers have not repaired due to want of fund.
The power transformers at Nafra, Palizi and Bhalukpong are lying unrepaired since last year, resulting in disruption as well as load shedding.

He also advised the officers, being the DDO of a department that it is their utmost duty to ensure timely finalization of pension cases and for any reasons, if pension could not be settled on time, provisional pension should be granted to the retiring employees on the last date of working day on which govt servant retires. If head of offices is not the DDO, he/she should sign the cash book of the deptt. in every end of a month to ensure accountability and maintaining proper & timely records.

ITANAGAR, Feb 9: The HGB of Namey Village, Bomnya Doke (Lendo) died at his native village on Feb 3 last. Born in 1951, Doke was appointed to the post of HGB in 1987. He is survived by two wives and seven daughters and two sons.
Recalling Doke as a simple, honest man and impartial decision maker, the Ramle Banggo Welfare Society (RBWS) today deeply mourned his death and termed it as a great loss for the society.

Govt. officials being made scapegoat
The decision of Governor Secretariat to issue show cause notice to its own deputy secretary coinciding with demand for transfer of Chief Secretary Ramesh Negi is a worrying sign. As the battle for power intensifies between Governor, Tuki & Pul camp and that of BJP, increasingly government officials are getting caught in the cross fire. The first casualty seems to be Deputy Secretary of the Raj Bhavan who has been served show cause notice by his own secretary. He has been alleged of sending note to secretary law without knowledge of Rajbhawan. For the layman it is hard to belief that a junior officer like deputy secretary would dare to write letter on behalf of Governor without knowledge of his higher authorities. Also the deputy secretary in question is known to be very sincere and dedicated officer. Therefore one get worries thinking whether he is getting victimized in this whole situation.

Recent Bengaluru mob attack on a Tanzanian lady again underlines the immediate need to ban those advertisements of fairness cream that equate dark complexion with ostracism and fair complexion with confidence. Repeated audiovisual appeals by the celebrities through such advertisements consolidate the myth that associates success and popularity with fair complexion. They make us forget how popular and powerful the dark man in the White House is!
In fact, any advertisement that corrodes humanity and fraternity needs to be nipped in the bud. The advertisers should learn a thing or two from their western counterparts who select models of different hues like Naomi Campbell and Serena Williams to promote their products.

Hampered development process
Dear Editor,
Through your esteemed daily, Panchayat leaders of Giba circle wish to draw the attention
of the concerned authorities of our state regarding long-
Development in present days without good rural connectivity shall never bloom. Rural

Number of appeals has been made and various proposals regarding the road and other infrastructure development in the circle have been submitted but to no avail.
Recently, a team of delegates led by the Zilla Parishad and Anchal Parishad chairperson along with all the Anchal Samiti members of Giba circle met Kiren Rijiju, Union Minister of State for Home Affairs, highlighting him about the various grievances faced by the people of Giba circle. He was made aware of the various PMGSY schemes and Infrastructure Development schemes which are yet to be finalised. They are listed below:

(b) Menga-
(c) IB Shed at Extra Assistant Commisioner (EAC) Head Quarter Giba.
Rijiju has assured his full cooperation which has come as a huge relief for the people of Giba circle.
We ask for the concerned authority of our state to please look into the matter as soon as possible and request for swift action at the earliest time possible.

A bad model

The Employees’ Forum of Govt. Model Degree College, Wessang (Seppa) is unhappy at
the utter mismanagement of the college administration; academic and non-
The faculties are tired of asking for their due transfer, their service books have not been maintained from the date of joining and significantly their only retirement benefit, the NPS PRAN account has not been maintained till date. It is noticed that 10% of the Basic salary plus DA has been deducted every month in the name of NPS but when the forum did some query it was found that the deducted amount has not been deposited in the accounts for so many years and as consequence, all the drafts have become invalid. In this way the employees are not getting their retirement benefit.
Another parallel question arises here-
East Kameng district is literally considered as a tough or punishment posting place. The level of tolerance of the employees has reached the mark. The faculties have been recruited by the APPSC and they should be treated as other respected gazetted officers in the state. Recently, the semester result of RGU showed the pathetic condition of the state and East Kameng district is possibly at the top of failed list. If the mentality of the Government and the concerned authority remain like this, the future of this state will be a day dream only.
The Employees’ Forum of the Govt. Model Degree College, Wessang (Seppa) is hereby pointing out the actual situation of the institution and is requesting the authority to take immediate steps to resolve the problems.

For BJP, power is not a big issue

The matters of Transfer and Posting are normal practices in a government. We have no outlook in the matters of normal and routine transfer and posting, making payments of Contractor’s bills to genuine cases and awarding work orders etc. Rather we are working on and are committed to good politics and going ahead with positive agenda of “SABKA SAATH SABKA VIKAS”. The Prime Minister Narendra Modi has started the process. It is not a process that can be completed within only five years;

All kinds of press matters – Publicity and propagandas in the banner of the party especially party policy and major decisions are carried out through authorized party functionaries and the party has time and again made it clear and press statements issued in this respect earlier. And therefore the Party shall not be responsible for any unauthorized news item (s) till the fresh arrangements are effected.
Party leaders and workers shall put country before self and work relentlessly and to bring positive changes in the state (Arunachal Pradesh) to be one of developed states in the committee of developed states of the nation. For the BJP, power is not the big issue.
The BJP is best poised to ensure accelerated development of the state and wellbeing of its people, and it is the only and lone principal opposition party in Arunachal Pradesh with true and strong internal democracy. The BJP is the only party where strong internal democracy has prevailed throughout. Because of its internal democracy, there has been no factionalism within the BJP since its inception, while all major political parties in the country have broken into factions.
The supreme sacrifices of Dr. Shyama Prasad Mookherjee, Pundit Deendayal Upadhyaya, Sundar Singh Bhandari and Kushabhau Thakre, shall be guiding spirit on party leaders and workers to consider “what you have given to the party, not whether the party made you MLA or Minister. The party is committed to its core ideology, principle and philosophy in strengthening the party with our established working system without any breach of party discipline.

Increase age limit
Dear Editor,
Finally APPSC has declared result of mains exam but it took 3 years to do so. In this process, many have crossed their upper limit. Had said exam been conducted within one year, those candidates could have got at least two chance to appear in APPSCCCE.
Present upper age limit for appearing in state Govt service exam is not fair for the candidates because many departments takes more than one year to conduct job interview. This unnecessary delay makes many of candidates over aged.
In the State like Assam and Andhra Pradesh, upper age limit is 38 and 40 years respectively. Why upper age limit in our state cannot be increased? What is the problem and harm in increasing upper age limit?
Earlier, many have made request to the state Govt. but the Govt. have increased only for two years which is not enough seeing the example of APPSC exams.
The administration should look into this issue at the earliest.
